The Collapse of the 28-Clause Ceasefire Plan for Ukraine: How Diplomatic Efforts Continue to Falter

Europe experienced widespread relief on Monday, as the tension caused by the presentation of a new comprehensive peace framework for resolving the conflict appeared – temporarily – to have been stabilised. A senior US official spoke of "significant advancement" after diplomatic discussions in Geneva. On Monday night, the Kremlin made its countermove: an extensive attack of rocket attacks on Kyiv.

The Pattern of Peace Talks and Military Action

The succession of conflicting incidents captured the bleak nature of the outgoing year. By day, diplomatic battles are conducted: positive announcements are released from multiple capitals. Immense energy is allocated on restraining specific proposals. By night, the Kremlin brutally reminds the world that, for them, conflict continues to be the main instrument for achieving "settlement".

Nighttime Reality

As Russia's attack progressed into the early hours of Tuesday, the current condition of Ukraine's exposure was revealed. Ukraine is equipped to monitor projectile deployments from enemy soil, a capability afforded by current data. From vantage locations, Ukrainian air force fighter jets that had been dispatched to engage hostile aerial threats flew past – modern combat jets delivered to Ukraine by Western partners.

Moments later, Kyiv's air-defence systems thundered: several firings deployed against a Russian ballistic missile. This was a advanced protection mechanism at work, probably supplied through allied countries. Every firing jolts you unexpectedly, shaking the windows. The instant of fear quickly gives way to grim resignation: perhaps the incoming missile won't cause damage this time, preventing destruction from devastation and another blackout.

Continuous Dangers

Following this, a automatic firearm opened up on a aerial vehicle in the vicinity, part of a mobile-fire group – most likely allied-provided weaponry. Sadly, the shots failed to hit the hostile drone – it continued its flight toward its objective.

Periodically, this continued until dawn. Kyiv awoke to the morning news: several casualties, damage and heating outages in many homes as a result of the evening attack. As customarily, everyone still maintained normal activities – living the war. But those entire period demonstrated Ukraine's essential dependence on external assistance – a reliance that European nations are evidently unprepared to substitute in the immediate future.

Ineffective Peace Efforts

The detailed framework from Washington sparked intense emotion, discussion and deep concern – and momentarily shifted focus from Ukraine's largest corruption scandal in years. Yet, we have seen this script before, after previous diplomatic encounters and bilateral conferences.

Every new initiative from Washington adheres to the same pattern: a negotiation push against Ukraine, which Kyiv, with other European capitals, manages to fend off. They contain the crisis but never actually achieve victory. This pattern will, no doubt, continue.

Political Considerations

It is tempting to accuse specific actors of persistently promoting Kremlin's demands. But that does not seem to be the entire situation. Washington works based on a assumption familiar among seasoned negotiators: you cannot secure via talks what you have failed to defend militarily. The White House assumes that it is unrealistic to compel Moscow to relinquish the land that it already controls in Ukraine's occupied territories.

The problem is that while acknowledging this situation, Washington does nothing to prevent Kremlin actions, through statements or actions, from assuming that the situation will not change more in its benefit in the near future.

Opposing Positions

Therefore, Russian leadership is confident that the clock favors them – that Ukraine and its partners are approaching exhaustion. Their reason to sign a deal that does not give them the maximum possible gain is almost completely absent. There may be many attempts to stop fighting, but they will carry on as long as Russia's leadership remains supremely confident in the outcome.

On the contrary, Kyiv believes that Ukraine can still hold out, slowly losing lives and land but preventing a complete military breakdown until conditions improve in its advantage.

Present Conditions

Realistically, there are no real preconditions for a truce. Now, personal considerations are coming into play: personal goals to broker a ceasefire and achieve global acclaim, and Ukrainian leadership's dual difficulties – on one hand, not to distance important partners, and on the other, to unite the population around the national cause against any plan Kyiv finds unsuitable, so that their priority does not switch to internal issues. And although their mission will now be considerably more difficult after recent developments, it remains quite doubtful that this will alter their fundamental strategy.

These two forces are influencing discussions.

Assessment and Future

It took a mere seven days to terminate the suggested clauses of the most recent proposal. Assertive and inconsistent approach of the matter by American leadership, resistance by Ukraine and the rest of Europe, along with calming attempts of diplomats, and finally, latest revelations, all served their function.

While new plans based on old ideas are imminent, Kyiv, London and other allied nations should arrive at a critical understanding: Ukraine and Europe will only be able to fend off negotiation assaults from Washington that are rooted in Kremlin requirements and reflect particular unwillingness to modify developments, if they maintain solidarity and enhance their military capacity at a much faster pace. If they do, no combination of diplomatic or military actions will be able to break them. In the meantime, Ukraine's capability to defend against evening bombardments will, for the coming months, mainly require continued Western support.
